Do I have to use special primer before painting with flat paint?

I used Zinsser 123 primer and now am trying to paint over it with Behr Premium Flat Interior paint and it's going on like glaze! It's streaky and it drips. It's awful! what do I need to do?Do I have to use special primer before painting with flat paint?
it sounds like the primer was oil based and the paint is latex. If so get an oil based flat paint or reprime with a latexDo I have to use special primer before painting with flat paint?
This was not a good answer because the primer was a Latex primer.

Zinsser 123 is a latex primer but even if it wasn't you can paint a latex paint over the top of oil if the oil has completely dried.


First, the easy stuff. Did you fully stir the paint before you applied it? Did you just purchase the Behr or is it used or unopened but old? Have you added anything to the paint like anti mildew or floetrol?


Stir the paint well, don't use old paint and you may have added to much of something and thinned it out.


If none of those things are true then, no offense, but I would say that it is user error. My guess would be it is dripping because you were trying to apply the paint so thick so that it didn't get streaky. You really can't just put one coat on. It is better to put two even medium coats than one thick coat. The streaky just shows that the paint needs another coat. The drips are because it's going on too heavy.
