Can I use a white primer paint as regular paint?

You mean as a top coat?

I wouldn't recommend it.

Primer is designed to dry so as to provide a good surface to accept a regular finish-coat paint.

Not as a finish-coat itself.

You'll find that dirt will stick to it and it will be impossible to clean with good results. Can I use a white primer paint as regular paint?
I wouldn't recommend it. Primer is usually very thin. Its designed this way so that it will easily flow into the open grain of the wood , if that's whats being painted. It also dries to a very flat, almost chalky texture. This is so that the surface has whats known as ';tooth';, something for following coats of paint to adhere to, or ';grab'; onto. In the case of walls, bare sheet rock ,or ';dry wall'; has a paper covering. the primer goes on very quickly and dries fast so that, #1 it will not saturate the sheet rock and ,#2 it will seal the sheet rock. This way you use less paint. Usually 2 coats of paint are all that's needed after priming. Now you may be asking, '; Why not just use 3 coats of paint?'; Here is why..........primer goes on much faster than paint, it does not have to completely cover,or obscure the surface to be painted and its much cheaper than paint. So 1 coat of primer and 2 coats of paint is cheaper than 3 coats of paint. And last but not least , primer is a dirt magnet and cannot be cleaned easily. Can I use a white primer paint as regular paint?
Kilz is a primer, and sealer.

And if you like white you can just leave it.

You might even be able to stain it to make colors though.
Sort of. For interior it would probably be okay but since it's very flat it would be hard to clean. For exterior, no, since it won't resist weather and will flake and wear off too soon.
Yes , what you painting , and how do you want it to look when you done?
