no it is not necessary. But what you want to do is sand it down till its dull with a 600 grit sand paper. this will provide a surface with minute grooves so that the new paint will stick. I advise to batch up any dents and remove all the moulding and paint bumpers and trim seperately.Painting a car, is it necessary to remove all of the old paint before applying primer?
It depends on how good a job you want done. The best thing to do would be do a complete strip of all paint and primer, prep the body and remove or repair any dings ,damage or rust and then start the actual painting process of priming, sanding and then applying the finish coats.
I would say Yes to this. Things that are left under the paint show when the new stuff is applied.
