If you paint over old paint outdoor window, should you use primer first on the old paint and then new paint?

If not, and you do not remove the old paint first, what is the best way to proceed in putting on new paint? If you paint over old paint outdoor window, should you use primer first on the old paint and then new paint?
Scrape the window to remove any loose paint, then prime, and apply 1-2 finish coats. Finish by caulking with 100% silicone and you are set. Hope this helps. If you paint over old paint outdoor window, should you use primer first on the old paint and then new paint?
Clean any dirt off windows. Scrap or use heat gun to remove flaking and chipping paint. Use oil base stain blocker as primer( you can tint it to match final color). Use a 100% acrylic latex paint to finish it off(2 coats if needed).

Painted old timber windows need to be sanded to remove all blemishes before touching up with paint fillet or filler to repair any crack lines or tears. Then prime with a layer of wood primer paint and followed by a coat of gloss enamel paint.

For stain prevention on window pane, you may choose to tape the edges of the window before the paint job. Musking tape or old new papers should be handy.

Scrape, sandpaper a bit to create a rugged surface then paint at least twice.
