I am currently re-spraying my BMX and I have sanded it down, put masking tape on the bits I want to keep and I have coated it with Primer which is drying as I speak.

The more coats you apply, the longer the next coat takes to dry. It also depends how thick you have applied it.
Read the can, otherwise, providing you have not put it on as thick as jam, leave it for an hour after it is touch dry and then put your next coat on. I would let the primer dry for a couple of days given the climate you're working in. While the paint may be dry to the touch, it hasn't dried and cured so as to adhere to the metal. I hope that helps.
