I am painting the interior of a nursing home. Because of financial restraints, they want to paint over existing wallpaper. Because of the elderly residents, the less smell , the better. The existing paper is tight on the wall. I have been told that latex primer could break down the glue under the existing paper if used. That I should definitely use an oil based primer. You only need to prime wallpaper if there is a specific reason with the paper eg. the pattern has a metallic component in it which would react with the water in the emulsion or if the pattern or paper was really shiny and not going to take emulsion evenly. The advice about latex primer breaking down the glue doesn't make sense to me afterall it is no harsher than putting on any other water based coat like emulsion. Oil-based paints are much thicker and heavier and more likely to pull the paper off the wall. Latex/water based will generally dry quicker and have less odour, oil-based ought not be painted over until the next day, will take longer to dry and be quite strong smelling. Though the better job is usually with oil-based (usually thinned out). Bulls-eye 123 is a good but expensive water based primer or use thinned out oil-based undercoat - but only if you need to do it.What is the best odorless paint primer to apply over wallpaper?

kilz makes an oil based odor free primer sealer. It costs a couple dollars more than the regular but it's worth it.
